Charter

(Ratified by majority vote at the AGM each year.)
The Par to Bar Golf League (P2BGL, or the League) was formed in 2023. The purpose of the League is to provide friendly competition that is structured with games played under the governing rules of golf. The following defines the league’s governance and operation.
  1. Executive & Committees

    1. The League Executive Committee (EC) consists of:
      1. Richard Jolin – Founder-President-Treasurer
      2. Rob (Gurgie) Grguric - Statistician
      3. Alain Bourgon - Rules Official
      4. Trevor Joerges - Webmaster
      5. Kelvin Barry - Special Advisor to the President
    2. As vacancies come up, the Executive Committee will be formed by volunteers. If more than one person volunteers for a vacant position, the existing Executive Team Members will choose a replacement.
    3. Season plans, rules and general operation of the league are discussed at the EC Annual Meeting in March and presented at the Annual General Meeting (AGM) in April.
  2. Membership

    1. Regular Players
      1. The P2BGL Membership consists of 20 Regular Players who are the only persons entitled to vote on League business.
      2. P2BGL membership lasts for the season concluding at the end of year tournament. At the request of the EC, all Regular Players must notify the EC of their intention to resign, continue or pause their Membership prior to the AGM (s. 1.3).
      3. Regular Players may on notification to the EC and for any reason ask to pause their Membership. Retention of a paused Membership is limited to the current season if taken during the season, or to the next upcoming season if taken prior to that season and after the last season. Regular Players may not pause their Membership for less than 6 games.
      4. All Regular Player rights and obligations are removed from a Regular Player with a paused Membership. Regular Players with paused Memberships are placed on the Spare Players List noting their status.
      5. Regular Players are expected to play all matches as scheduled. If a Regular player is unable to attend their match, they are expected to try to find a replacement player preferably from the Spares List (posted on the website). If a Spare is unavailable then the Regular Player can reach out to a friend or family member who they believe would fit in with the Par2Bar group’s game and pace of play. If a replacement player is unavailable, then the Regular Player is to inform the league @ par2bargl@gmail.com at least 48 hours in advance that they cannot attend. Not meeting this deadline will result in the League being charged for that tee spot and the player won’t get a credit for that game.
      6. If a new Regular Player is required (Section 2.1), the President offers Membership or Regular Player status as follows:
        1. Spare Players who have taken the place of a paused Regular Player (Sections 2.2.6).
        2. Spare Players who have expressed interest in Regular Player status (Section 2.2.4).
        3. Other Spare Players based on their number of matches played.
        4. Non players that have expressed an interest in joining the league as Full Member.
    2. Spare Players
      1. Spare Players are those unable to commit to regular play or for whom there is no Membership available.
      2. The Spare Players List, including contact information, is maintained by the EC and available to all P2BGL Members.
      3. To be included on the Spare Players List, an individual must notify any Regular Player that they wish to become a Spare Player; the Regular Player then notifies EC, who adds them to the Spare Players List.
      4. If a Spare Player wants to be a Regular Player, they must notify the President directly that they wish to become a Regular Player; this status is noted on the Spare Players List and they become part of the Membership Priority List.
      5. A Spare Player who holds the place of a paused Regular Player may be returned to the Spare Players List as a result of any Regular Player with a paused Membership returning (Section 2.1.3). Regardless of the Regular Player replaced, the Spare Player who most recently took the place of a paused Regular Player is the first to return to the Spare Players List.
      6. A Spare Player who takes the place of a paused Regular Player (Section 2.1.3):
        1. Assumes the expectations of a Regular Player (Section 2.13) and is placed on the Regular Players List noting their status.
        2. Does not become a Member and can do so only through the processes described in Sections 2.1.6
        3. May vote on League business with the exception of votes related to Membership.
        4. Pays the pro-rated fees for the matches scheduled for the Regular Player they replace.
    3. The Regular and Spare Players List, including contact information, is maintained by the Statistician and available to all P2BGL Members in order to coordinate replacements or for emergencies. It should not be widely shared outside the league to respect privacy.
    4. The Executive Committee reserves the right to remove any Regular or Spare Player at any time for just cause such as non payment of fees or inappropriate behaviour.
  3. Structure

    1. The P2BGL consists of 20 regular players.
    2. A team configuration or different scoring may be used for mid and year end tournament. i.e. Ryder cup format, low gross scoring, alternate shot..etc
  4. Fees

    1. Fees for the evening play during the year are based on a combination of green fees at the selected course(s) for the year plus fees for participating in the money games (closet to the pin, stableford or other) and administration fees. These will be recommended by the EC and agreed to by the majority of the Membership at the AGM.
    2. A team configuration or different scoring may be used for mid and year end tournament. i.e. Ryder cup format, low gross scoring, alternate shot..etc
    3. If you will be using a spare for a round(s) please advise a member of the committee 72 Hrs in advance.
    4. Spares pay fees per match (including closest to the pin fees) as agreed to by the Membership at the AGM. Spares will be responsible for reimbursing you directly. Spares are eligible for the 2 closest to the Pin money games but are not eligible for the Stableford game.
    5. Member’s fees for closest to the pin and Stableford are non refundable. You contribute $90 at the beginning of the year for the two games. If you are away, and you find a Spare, you are covering the closest to the pin fees for your spare.  If you do not find a spare your closest to the pin contribution is donated to the league ($2.50). In either case the Stableford contribution is donated to the League ($2.50). this money will be used for things like engraving trophies, website registration, etc
  5. P2BGL Play

    1. League play will be on Tuesday evenings at Meadows Golf and Country Club. Play will normally commence at around 16:30. Tee times and grouping is determined before season starts by a randomizing tool. Start time is determined by sunset time to give us enough time to complete the round. Tee times are published on our website for the season.
    2. The league will include 18 regular season games.
    3. There will also be mid-year and end of year tournaments.
    4. Player’s tee times are determined at the beginning of the season and can be found on our website and master spreadsheet. It is your responsibility to consult the schedule to see when your tee time is. If your tee time is not convenient for you, it is your responsibilities to find another player to switch with or switch place with a different group.
    5. Players are expected to tee off as scheduled. However, should a player be late, players from subsequent foursomes will fill the gap until the player arrives. Should a player not show up at all, the last foursome will have to play with three (3). Please note Section 2.1.5.
  6. Disruption Of Play

    1. In the event of questionable weather, unless otherwise advised by the EC or the course management, players are expected to start and complete their games. Players who abandon play without such advice are deemed to have completed their round regardless of the number of holes played (players deciding to abandon play before completing the nine (9) holes of play are not eligible for any prizes).
    2. In the case where there is disruption of play (e.g.: lightning, heavy rain, etc.) all players must make every effort to complete the round once the disruption has subsided.
    3. Irrelevant of weather conditions, all players are expected to meet at the club house or first tee to receive starting instructions from the EC. This rule does not apply if the EC has communicated a cancellation of play.
    4. Under unusual circumstances, the EC may review the applicability of the previous rule 6.2 and communicate their decision relative to scoring.
  7. Tournaments

    1. The League organizes two tournaments: one at mid-year (typically following the 9th regular game) and one at year-end (typically the week following the last regular game). The venues for the tournaments are selected in consultation with the Membership. Mid year may be scheduled at a different date based on The Meadows availability for our regular games.
    2. The EC establishes the format of play for the mid-year and year end tournaments with consideration of input from the Membership.
